The application must be made in person, and the following documentation must be submitted in original and copy:
- Valid official identification with a photo, such as an INE voter ID, professional ID, or passport.
- Birth certificate, only in case the date of birth is not visible on the official ID.
- Unique Population Registry Code (CURP), if not found on identification documents.
- Recent proof of address, no more than three months old.
