Does it require registration? The humanitarian aid was established through Decree 0323 of 2025 , which declared a State of Internal Unrest in that area. In this way, Prosperidad Social reaffirms its commitment to protecting the vulnerable population and to the direct delivery of resources, without the need for intermediaries or additional procedures. The national entity emphasized that this assistance does not correspond to a "survival bonus," nor does it require prior registration or payment to access the benefit. The beneficiaries of this humanitarian aid are people over 60 years of age, residents of the municipalities of Catatumbo and its metropolitan area, who have been victims of forced displacement or confinement due to the armed conflict. To access the subsidy, they had to be certified by the corresponding territorial entity and not be affiliated with the Colombia Mayor program, thus ensuring that the resources reach those who truly require support to cover their basic needs in a context of high vulnerability.
