The meaning of the new DGT signal S-991c: few people know it yet

For years, city councils and the DGT (Directorate General of Traffic) have installed "photo-red" radars at traffic lights to monitor whether drivers comply with these important signals for regulating traffic in Spanish municipalities .
Therefore, with the update of road signs we will find S-991c , which refers to the pictogram called by the traffic regulatory body as "red light control", that is, it indicates the existence of a red light traffic control device .
How do these radars work?Photo-red devices are designed to monitor drivers' compliance with red lights. They operate using two cameras that record whether a vehicle stops correctly or ignores the red light. These systems are installed on a fixed structure, approximately 25 meters before the pedestrian crossing or stop line.
The process involves taking a first photograph of the vehicle before crossing the line, and a second when the vehicle has completely crossed the light , provided the light is still red. The license plate must be clearly visible in both photographs. The presence of these checkpoints is usually indicated in advance by information signs.
Is it possible to get a ticket for these devices with an amber light?The answer is no, in theory if you exceed the traffic light when it is amber the radar should not fine you, since the "photo-red" system is designed to only start issuing fines if it detects a vehicle running a red light .
On the other hand, the General Directorate of Traffic classifies the aforementioned act as a serious infraction , stipulating a fine of 200 euros with the consequent withdrawal of four points from the driver's license .

Although the General Traffic Regulations do not specifically address this situation, Article 68, which refers to emergency vehicles, establishes that these drivers may "fail to comply with traffic regulations under their sole responsibility."
