Jalisco's securing the location of the Kutsari National Semiconductor Design Center with the federal government will consolidate the state's position as a benchmark in the high-tech industry, but attracting investment in that sector also increases the pressure to resolve long-standing challenges, such as security, the rule of law, and energy, warned Roger Eleutheri.
